Workshop: "Three Years of Green Certificates: Are They out of the Infancy Phase?", Milan, 15.-16.12.05
The first international workshop provided for by REALISE-Forum was held in Milan, Italy, at the Auditorium of CESI (Italian partner in the project) on 15th and 16th December 2005.
The aim of the project’s mid-term workshops was to have a wider exchange of views on some key topics by involving experts and stakeholders even from countries not participating in the project as such. The Milan workshop focussed specifically on Green Certificates. It provided an overview of the experience so far gained in the countries where this support instrument has been adopted as well as some insights of the future role of Green Certificates in Europe together with other existing or incoming RES-E support systems. The feasibility and potential benefits of having some co-ordination or harmonisation of national support mechanisms in the long term (after 2010) have been discussed.
The Milan workshop has intentionally been organised in a country like Italy where, in the last decade, the electricity market has been evolving, , from a state utility towards full liberalisation. At the same time, the major RES-E support system has been shifted from a scheme with feed-in tariffs to a new one based on a minimum RES-E quota obligation and Tradable Green Certificates. RES-E stakeholders from Italy and abroad were the target of this workshop, ranging from RES-E producers to electricity traders and consumers, from grid operators to public authorities and financial institutions.
Italian stakeholders benefitted from a wider international picture and the international actors draw some interesting insights from the Italian experience. This double aim had shaped the very structure of the workshop: the first day brought in the views and experience of several experts from different countries and organisations (including a first summary of the findings of REALISE-Forum national desks), whilst the second day featured contributions by the representative stakeholders in Italy.
