National Desk - Italy

In Italy, the main RES-E support system has been shifting from the former feed-in tariff scheme, with prices guaranteed to each technology over the first 8 years of plant lifetime, to a new system which is based on a mandatory RES-E quota and Tradable Green Certificates. The quota obligation has been set on producers and importers of electricity from non-renewable sources and TGCs are granted only to qualified RES-E plants over the first 8 years of lifetime. Very recently a special feed-in tariff, lasting 20 years, has however been reinstated to support photovoltaic plants.

The first phase of the national consultation was carried out by CESI with the help of APER (Association of RES-E Producers) by sending a questionnaire . The results were presented in English at the REALISE-Forum meeting with the Steering Group in Salzburg , and also in an document in Italian purposely drawn up for national stakeholders.

The second phase of the national consultation consisted in a hearing where the Italian document with questionnaire results was presented to a smaller number of interested stakeholders.

Since the beginning of 2006, CESI RICERCA has taken over the role of CESI in the project. Also in consideration of the new legislative measures taken in Italy in late 2005 and early 2006, CESI RICERCA has continued monitoring of the views of Italian RES-E actors by attending events that bring them together and also by arranging for interviews with some major stakeholders.
