Project Structure
The work plan is broken down into 9 work packages, some of which take place simultaneously:
WP 1 consists of the initial set-up phase. The WP culminates in a kick-off meeting in which the programme will be defined and working groups will be established to guarantee the internal and external flow of information.
In WP 2 a Joint Contact Point (JCP) will be established in Berlin. The JCP is will also be responsible for the setting-up and the secretariat of a trans-national Steering Group with 12 members. The latter will accompany the work phases of the project and provide advice.
In WP 3, five Country-Desks will be launched. The participating partners will be responsible for setting up the desks in their respective countries and for organising hearings involving the major national stakeholders. The results of this process will flow into 8 country reports (Germany, The Netherlands, Italy, Slovenia, Norway, Denmark, Sweden and Finland).
WP 4 weighs up the results of the consultations carried out by the country desks and analyses the interplay between supporting RES systems and the level of liberalisation of the respective electricity markets. WP 4 culminates in two 2-day international workshops in Italy and Slovenia.
WP 5 follows the international workshops and integrates and updates the results of previous WPs. A final international conference will present the results and promote exchange of information and experience between policy-makers, researchers and major stakeholder groups leading to recommendations about a possibly harmonised, open and transparent RES-support in line with sustainability, liberalisation and cost-efficiency criteria.
