1. Actors 

There are numerous players in the political economy of the U.S. budget. In the Executive Office, the Office of Management and Budget as well as the Departments play an important role. In the U.S. Congress it is the Congressional Budget Office (CBO) and several committees, such as does for budget or ways and means. To get an overview go first to this website.
