Börzel the following participants were involved: • Prof. Annette Bongardt, Universidade Moderne de Lisboa and IEEI, • Francisco Torres, IEE Universidade Católica Portuguesa, • Dr. Ingmar von Homeyer, Ecologic Institute for International and European Environmental Policy. Dr. Sabine von Oppeln was chair of the discussion. For researchers and policy experts the German EU presidency was specially interesting in regard to the originally proposed theme “The Future of the European Union – Prospects for Constitutional Reform“. Midway to the presidency, first results were discussed. The challenges of a constitutional reform as treaty reform were analysed and the prospects of success of the particular German presidency were evaluated. |
