Im Endeffekt läuft die durchgeführte Analyse von "best practice" in den letzten beiden Jahrzehnten auf die Schlußfolgerung hinaus: nicht am Ende, sondern am (stofflichen) Ursprung der Verursacherkette zu investieren. Sie verdeutlicht auch die Notwendigkeit, die Handlungsbedingungen umweltpolitischer Anspruchsgruppen und ihrer institutionellen Verbündeten systematisch zu verbessern.
