Initially, the project will be aimed at the TNP partnership - universities (and within universities faculties, departments, language institutes, and self-learning centres) and associations -, which constitutes a representative section of pertinent organisations in the participating countries. As the project develops, it will address

• other TNPs
• higher education institutions in the participating countries in general
• open universities
• policy-makers and decision-makers at all levels
• national and European academic and professional associations
• language development research units
• organisations supporting the development of language learning software
• publishers of language learning software
• language testing consortia
• student organisations
• organisations promoting language learning, mobility, and co-operation in Europe
• the social partners
• EU institutions
• the Council of Europe

The TNP will reach out to these target groups in order to obtain feedback from them and in order to help initiate improvements and innovations in higher education programmes.
