 Basically the project consists of three elements: conference meetings - bi- and multilateral contacts - elaboration of theoretical and issue papers. In the following you will get some information on organizational aspects which are necessary for the successful realization of our cooperation.
  
I. Conference meetings 

Aside from the first meeting, that already took place at Minsk in February 1998, there will be two other conferences. The next will take place from 12th until 14th of February 1999 in St. Petersburg. The final conference probably will be convened in Lithuania in September 1999. The outline for these meetings you can find in the time table for our project. From each institute 2 representatives will be invited. 
 

II. Bi- and multilateral contacts 

Participants can visit each other in order to exchange work experiences in a participating manner for example by organizing seminars or lectures. One or two fellows of each institute will have the opportunity to visit one other institute in Eastern Europe for 2 or 3 days. In order to increase the networking effect of this project we suggest the organization of multilateral contacts, e.g. 2 partners might visit another partner institute at the same time. Furthermore all partners can visit the Institute for Eastern European Studies, Department of Politicial Science, at the Berlin Free University once during the 2 years of the project. The mutual visits will start after the second conference meeting. Each partner institute should apply for these exchanges, where the aim and agenda of the visits should be briefly explained. 
 

III. Theoretical and Issue Papers 

Joint meetings as well as mutual visits should form the framework for the elaboration of working material that could be used for future teaching in the discipline of International Politics/ International Relations Theory. Therefore each participant of the project will work on new theoretical questions and issue papers in the time between the three conference meetings. The closing dates for the papers are also mentioned in the time table for the project. Every institute is supposed to write one theoretical paper and about one or two papers dealing with certain policy issues. All this work will be done on a contractual basis. The contracts will define the closing dates for the drafts and some requirements as regarding the structure and content of the papers.  

IV. Coordination 

Each partner institute receives financial support for coordination tasks or material incentives necessary for the realization of the joint project. This support is guaranteed only for those institutes that will actively participate in the project for two years.
