In particular, the group has made extensive use of the approaches to human relations developed by Wilfred Bion and others at the Tavistock Institute of Human Relations, summarized in his _Experiences In Groups_ (London: Tavistock, 1961) and the tradition of group relations and organizational consultancy which has followed on from that work in the Tavistock and elsewhere, in particular, in group relations conferences at Leicester and in, e.g., America, Israel, Germany, Australia, India. Other approaches, both psychoanalytic and systemic, are also drawn upon, in particular, on the normal role of psychotic anxieties in contributing to problems in groups and institutions. Group relations events were held in Sofia in 1992, 1996, and 1997, and there was a founding conference of the project in 1995. The issues addressed by the forum and journal are central to the project of building democratic institutions in newly-democratizing countries in Eastern Europe, but they are obviously also relevant to any setting where trust and co-operation are under threat. Manuscripts may be submitted for editorial review. This journal will be a publication of review articles on issues of policy and services for children and families. "Children's Services" will provide a forum for discussions on service delivery, child advocacy, and social/legal policy issues. This journal will foster an integration of child and family development research, clinical intervention research and evaluation, the design, implementation, and evaluation of service delivery systems, and information on the political process for improving quality and accessibility of child and family services. All articles will be peer reviewed and selected for their scholarly merit and contribution to research and policy. Although manuscripts should build from an empirical base, the journal generally will not publish original research articles.
