1. Introduction

The Mongolian Political Education Academy (Uls Töriïn Bolowsrolyn Akademi -- UTBA) issues a quarterly journal named Shinä Tol' (engl. New Mirror) of which most of the issues carry a summary title of the focus of the issue.

Shinä Tol' is a platform of discussion for many intellectuals and politicians with close links to the democratic forces in Mongolia and the democratic parties like MSDP and MNDP as well as a medium for disseminating information about current international trends in law, social sciences, political science etc. In four years of its existence, the journal has been covering a wide range of topics from economic questions to national security, reform of the finance system, local governance, and many others.

Many issues of Shinä Tol' coincide with seminars and conferences arranged by the Political Education Academy.

Besides the Shinä Tol', the Political Education Academy issues lecture scripts and other materials on an occasional basis. While volume and nature of these materials can be compared with individual issues of the Shinä Tol', they were not yet considered for this bibliography because the author is not aware whether he holds a complete or deficient collection of these papers.

1.1 Available issues

The following issues of Shinä Tol' from the beginning up to volume 21 were available for this bibliography. Volume numbers were introduced beginning with volume 17 while every issue features a general focus on the cover:

Volume 21 is a bit special because it features three major areas of focus:

The bibliographic information is presented in four smaller groups and one bigger group:

  1. Anonymous and collective articles, speeches, summaries
  2. The President of Mongolia
  3. Materials and Translations
  4. Party documents and statements
  5. Articles listed by Author

Every bibliographic reference starts with a bibliographic reference key in typewriter presentation. This bibliographic reference key is stored in the file http://userpage.fu-berlin.de/~corff/im/Buch/utba.bib in Infosystem Mongolei (individual copies are also available via e-mail or floppy disk) and can be used in LaTeX with the \cite{...} command. The author's name is not repeated. Then follow title, the volume, number and page reference, and occasionally a note to the article. Page references are not copied from the tables of contents but reflect actual page numbers in case table of contents and page number in a given issue do not perfectly match. Article references are repeated if the article is co-authored by several authors or appears in several main categories of this bibliography. Only a few titles are reduplicated in this manner, hopefully without wasting too much space and bandwidth.

If possible, summarized (and more than sketchy) biographical information about the authors is provided which was gleaned from the Shinä Tol'.

The title of this bibliography carries the word draft since this bibliography is considered work in progress. New issues of Shinä Tol' keep appearing which have not yet been included in this list. The version most up-to-date can be found under http://userpage.fu-berlin.de/~corff/im/Buch/utba.html. In the future, individual articles should be commented and individual titles should be translated.

Certainly there are many errors and omissions for which the author declares sole responsability.
